Just keep in mind, that internal vault events, like fires, radroaches, molerats & radscorpy's all ahve their event strength modified by the size and upgrade level of rooms they spawn in (as well as vault size and game mode, etc). From what I've seen so far, all rooms can become 3-wide rooms but yeah, they need to be the same upgrade level. Add up every resource room you have, and divide it by 3. 3 Dwellers would either be two are populating the vault, or going out into the waste land. What I mean by that is if I have, say, 15 dwellers, I would have 6 individual resource rooms. Your top floor, and maybe the 2nd floor should allways be 3 wides and 2 wides (don't upgrade all these rooms yet, not untill you have strong enough wpns & dwellers to defend the), for defence versus raiders that break down your vaults front gate and come charging in for loot and shennanigans.
